By default, all Caltrans transportation projects will provide "comfortable, convenient, and connected complete streets facilities" for bikers, walkers, and transit riders.
Does anyone really believe that this freeway expansion will really clean the air? Advance equity? Is suburban highway widening any kind of equity model for other projects in the region and the state?
